I think this is on purpose. With BOINC 5.2.* you can register using
the client, with 4.19 you had to register through the web site
(the one you mention). You got an "account key" which was used to attach
your client.

I was looking for some instructions for upgrading best from my version 4.43 to the new one. Meanwhile I found this in the message 20345 from Gary Roberts.
