AFAIK, in order to minimize the amount of data that has to be sent to participants' PCs, BOINC tries to assign the task to one of the PCs that already has the data files needed for this particular task on its disk. Only if no such PC is available for a certain period of time (I guess one week), the re-assiggnment will be forced.
