I've heard of GPU fans losing blades or just quitting but this was a bit odd. I opened the case to install a less noisy case fan and found the blades of an rtx 3080 just sitting on the power supply! The fan shaft and motor parted company at some point and the blades just fell out. I bought it used so maybe the last owner damaged it? Anyhow it still works with one fan and I ordered a new one. Temps still look fine.

I bought a used case that used magnetics to hold the fan shafts in the motor, one of them fell out as I was moving it around so I replaced it with a standard one. I could feel it kind of catch as I moved the shaft in and out of the motor hole but it never actually 'caught' like the other ones did.

I don't suppose this RTX 3080 that dropped a fan happened to be an EVGA, was it? Many of us have had that happen to our EVGAs. Me included...
