Today, at around 4 o'clock pm

Today, at around 4 o'clock pm in Rockford, IL, USA, it is 14॰ F (-10॰ C) outside and I have both windows wide open with no heat turned on, and it is a comfortable 74॰ F inside.

Oh how I love living in a concrete building and having my computers generating the heat.   Ahhh...  So nice...

...eehhh...  I'm not too sure about that.  I guess it's what you've been brought up with.  When it's near freezing and raining, I get all stuffed up and start sneezing.  I don't mind the COLD weather as long as I'm dressed for it.  But your type of weather happens around here also.  Mostly in the early spring, and I do not like it at all.

Yep, you got that right!  I'm okay with sub-freezing weather, even sub-zero weather, or warmer like in the 50"s and higher.  But near freezing, raining, and nearly 100% humidity...  I must be alergic!   LOL

If the 10 day forecast holds my area will be above 20F the entire time. Some of it may be even far enough freezing to melt some of the snow.

The reason 20F is important is historically my water pipes don't attempt to freeze until the temperature stays below 20F.

I have heat tapes on some of my plumbing. The last two broken pipes from freezing were where the pipes are not in the open so they could be taped.
