I have 4 tasks that seem to be stuck uploading. 3 of them are from 9/13/2015 when I had a hard drive failure. The files are not uploading for days now and it is possible that the files are incomplete/corrupt due to the hardware failure on my end.
Is there a way to clear them out?

Your computers list shows two hosts that seem identical. I guess this is the same machine pre- and post- the hardware failure. If you look at the tasks list for the older ID, all the tasks there that weren't sent back are well and truly past their deadlines. Maybe when you first set up the new ID, you could have tried merging the two if they really are the same physical unit.
I don't really understand why you can see tasks on the new ID trying to upload if the previous hard disk failed. I guess it must be that you had BOINC on a drive that survived and project data on the drive that failed and so BOINC is trying to find files that no longer exist.
What you should try is to open BOINC Manager at the 'Transfers' tab and 'select' all the old transfers showing there. This should allow the 'greyed-out' Abort transfers button to become active. Clicking this should get rid of those transfers (after accepting the warnings). You could then try merging the two host IDs which would put the stats for both IDs into the current one. Don't do this if you actually do have two separate machines :-).

It should work now. I restarted the file upload handlers and I see file uploads happening again in the logfile.
This won't fix the issue that admiral51 has. You should try the approach Gary wrote.
