Annie could, who would deny her? But no, Mikey could not on his own lock the thread, he could just prevent that Randy could compete for the victory, or he could grant it to him if he is the first to grant it someone.

I think you might need to get your legal team to re-interpret your 'rules' :-). Just as well you used the word 'could' which may just give you enough wriggle room for the unexpected to happen without inciting a riot :-).
The expectation of various participants seems to be that Randy will be the winner if Mikey replies in the affirmative. Of course, as you so earnestly point out, someone else might jump in with a similar request (and a similar expectation if the answer is 'yes'). However, the rules actually say that Randy won't be the winner if Mikey does "grant it to him". Maybe that's an oversight or, more likely, it's all part of your intentional evil plan surprise twist :-). I think others may have also worked this out, since they're not asking despite your 'encouragement' :-).
So let's say (for argument's sake) that Mikey, from his kind and courteous good nature, says, "Sure Randy, even though I desperately want to win this myself, as mentioned in the starting post, I hereby, without prejudice, declare you to be the winner. Then Randy won't be (unless he is particularly clairvoyant and posts again just before you decide to look again at the thread to see if there is a winner.
It pays to read the rules carefully :-). If Mikey wants to be the winner (of course he does :-) ) he should just immediately declare Randy to be the winner as he sends you a PM to check the thread and grant himself (as the last poster) the actual win :-).
If nobody intervenes, Mikey must be the winner!! ... blah blah ... no correspondence entered into ... blah blah ...
I like your cunning distraction about the 'bonus points'. It encourages whoever notices the rules update to pick someone who wants to win. It also strongly helps reinforce the deception that a person who really wants to win will be giving away that opportunity if they graciously grant the request to declare in favour of someone else.

One thing I did just edit, it read that the first person to notice the change can win. It is not just for the first person that found the change. But then still that did not mean that Randy could not win or that anyone else could not win.
I found the concept of the non devisable price that needs to be granted by someone that could potentially win him/herself interesting. How would you act if the price were to be bigger?
If the prize were to stay alive, one should not answer (as then everyone lives), if the price is money, you could share. Love might be the toughest price though, what would you do if the price is the permission to get married with the perfect partner?
