How can this be changed ?
I'm just guessing, but maybe checking your settings in account information, or it's possible it is a setting in your browswer. Maybe the language settings in Internet Options in IE if that's what you use. Or possibly in the encoding settings under the page setting for IE.

I can't see how the browser settings could affect the display of the graphics, though I don't really know from where the graphics app takes the data (init_data.xml, client_state.xml?).
@Alf (Toralf Förster:) Perhaps you can "play" with init_data.xml (in the slot directory) a bit, between contacts to the server (with the usual measure of precaution of course ;-)? And report the results (if any) here.

Really I doubted it myself, but I was thinking the data collected in the file (had no idea which one) that stores the settings in Boinc, might collect it from settings in the browser, though I'd imagine there would also be signs of problems when web pages loaded as well if that were the case.
...Perhaps you can "play" with init_data.xml (in the slot directory) a bit...
Did the playing myself and found that it isn't init_data.xml but client_state.xml, which makes playing quite tedious, because you always have to start and stop BOINC. (I'm not normally in admin mode)
And it seems to be BOINC itself, not the graphics app, which replaces the non-standard ASCII characters with escape sequences (...), as they appear expanded in client_state.xml as well.
So, it seems to be a developer task to make localisation of the graphics possible.

Not necessarily. I asked the BOINC developers about it, here's what Rom answered me:

The current handling of non-ASCII characters in BOINC is neither elaborated nor consistent. What's missing is a concept to start with that then needs to be implemented in all parts of BOINC (Client, manager, web interface, graphics API etc.). Just "fixing" one graphics App won't help much. We are discussing this on the BOINC dev mailing list.
