Is the BOINC Manager in simple view or advance view? If Advance, click on activity and from the set of 3 setting, the first one say, RUN always, RUN on Preferences, Suspend.. select RUN always.
Right now, it's set to Run on Preferences which say not to run the application while you are using the computer. By selecting RUN always, it will run the applications if you are using the computer, but be aware that it may impact your use of the computer
In your computing preferences there is an option labeled "Suspend when non-BOINC CPU usage is above:" this is by default set to 25% and may cause the message you see.
