okay i am still have problems getting my two gpu to work. i added

C:\Program Files\BOINC
and rebooted the program and it sill is only working one GPU

You're got an extra character in there, try removing the - before the entry and put the cc_config.xml in the Boinc Data directory, the location is in your Boinc startup messages, putting it in the Boinc program files directory won't do anything.
i do not gave a file "programdata" and it does not show when i ctrl f search.
help please!
Or click on the "Start" button and enter the full path into the search field and then hit "Enter" on the keyboard, explorer should open the hidden folder.

What OS are you running?
The above folder is only valid for Windows 7 (and likely Windows Vista, if you are still encumbered with that one).
Not sure about Windows 8, but on Windows XP, the BOINC data folder is at
C:\Documents and Settings\All Users\Application Data\BOINC,
assuming you installed in the default locations to begin with...
