the weather here today at launch time was perfect with surface winds around 15mph. Not sure about the upper level winds. Tomorrow's forecast and the weekend is cloudy with a 10% chance of rain. Wait and see I suppose.

Yup, January last year. Tiny glitch is potentially a huge understatement. If you can't point the rocket right, it won't go where you want it.

We'll see, but my guess at the general heuristic that is developing here is :
(A) ensure close but safe margin for return of booster in re-usable condition, while
(B) giving the client's payload the best kick to GSTO available with whatever grunt remains after ensuring A.
IMHO this is the optimum long term strategy that will benefit both provider and customers.
