I can tell you that it flummoxed me for quite a while until I worked out a way to solve it.
So Annie and Zalster plump for the Water being the most contaminated.

I saw this all worked out mathematically once, but I think what it boiled down to was Annie being right the first time and for the reason she gave.
... or was it that that was the intuitive answer and the math proved the counterintuitive...?

Well I worked it out like this.
Let's assume for ease of mathematics that each jar to start with has 99 teaspoonfuls (tsp) of the liquids.
Stage 1
Jar 1 has 99 tsp ink
Jar 2 has 99 tsp water
Stage 2
We take 1 tsp of ink from Jar 1 and put it into Jar 2.
Stage 3
Jar 1 has 98 tsp ink
Jar 2 has 99 tsp water + 1 tsp ink
Stage 4
We stir the mixture in Jar 2 and take 1 tsp of it and put it back in jar 1. Which was equal to 1/100th of what was in jar 2.
Stage 5
Jar 1 now has 98 tsp ink + (.99 tsp water + .01 tsp ink)
Jar 2 now has (99 tsp water - .99 tsp water) and (1 tsp ink - .01 ink)
Stage 6
Jar 1 has 98.01 tsp ink + .99 tsp water.
Jar 2 has 98.01 tsp water + .99 tsp ink.
AS you can see, the contamination or purity of both Jars is surprisingly the same. Work it out for yourself and see if you make it any different.
