Scheduler says I reached my quota, but I did not receive the WUs

I have one WU waiting to upload, but it won't go. As well, requests are being made for additional work, but none has ever been received. Looking at my pending results, the server thinks it has sent me my maximum quota of 8 WUs.
Started upload of H1_1057.0__1057.1_0.1_T02_Fin1_3_0

At this point, I don't have work and can't get any more work.
I have tried various different versions of the BOINC client, and have worked my way up to the latest (4.40) and this won't clear itself up.
Suggestions?

Please stay away from BOINC v4.40. The client scheduler code is a bit broken, resulting in WU's getting misplaced. Might be fixed in v4.41, but it's brand new and needs a bit of testing time.
