Ah, the infamous error 417. This is a HTTP error.
This can possibly be fixed by telling BOINC to use HTTP 1.0 communications only. To do so, make a cc_config.xml file in your BOINC Data directory.
Put these lines into it:

Open BOINC Manager->Advanced view->Advanced->Read config file.
Now try to upload/download.
The BOINC data directory could be hidden by windows. To be sure that you have found it, look for a file named client_state.xml. To create cc_config.xml, you should use Notepad (in German Windows it's called Editor).

I disabled "use GPU" in pref's. Let's see what happens...

I've got a bug waiting to be reported to BOINC for that (not the 417 error, different bug).
When I set 'no_cuda', BOINC stopped recalculating the CPU work fetch priority. I was overworked at the time, and my two Q6600s - 1001562 and 1001564 - haven't asked for any work since - even though one of them had a core idle because of the SETI server problems over the weekend.
[This may be a very new bug, introduced with BOINC v6.10.19, so it may not affect you]
