the BOINC manager is acting funny, it never finihses a project, it likes to randomly start a project over again, and once it was at like 37% and it started it all over again. why does it do this?
You need to give a little more to go on. Are you just running E@H or are you running more than one project? In your message window on Boinc Mgr. What sort of messages are you getting?
I've got the same problem with my last 2 WUs: r1_1270.5__1633_S4R2a r1_1270.5__1370_S4R2a (still crunching, but I've seen a drop of the progress from about 13% to 0% after a reboot)
My System:
Windows
BOINC manager 5.2.13 together with BOINCLogX 1.45
I'm running four projects on my BOINC Manager:
Einstein (30%)
SIMAP (30%)
ClimatePrediction (30%)
Orbit (10%)
However, only the first two ones crunch WUs actively, because ClimatePrediction is suspended and Orbit has no work.
I've suspended downloading further Einstein WUs, since this problem seems to waste my CPU ressources (i.e. I have to crunch longer than I should have to). Please tell me, when the problem is solved.
Your rig is taking much longer to crunch than it's specs/benchmarks would sugggest, you're right. What else do you have running that is taking so much computing time, should be the question. Un;ess you have a very CPU-intensive (inefficient) AV scan going fulltime that might account for the 50% (or more) ineffiency, I would suggest that you do an anti-malware scan. Since I have no insight into whether your system is suffering the same inefficiency in SIMAP (is it?), that is all I can go on.

Although I recently updated my AntiVir software to a new version, I don't think, that this causes the problem. I haven't done a complete scan so far, but I have running an Antivirus I/O guard all the time, which hasn't reported any warnings recently. Additionially, the SpyBot doesn't report extraordinary warnings when scanning the system. Another point is, that there's almost no CPU activity on the Windows task manager, when I close the BOINC manager.
Your suggestion about SIMAP seems to bring us closer to the cause of the problem. While some recent WUs (example 1, example 2) don't show extraordary long CPU times, there are some, that do so (example 1, example 2, example 3). I'll have to check out, if one of my first person shooter online games is responsible for this retardation, since I don't suspend BOINC when running these.
By the way, my Einstein write to disk time is 60 seconds and hasn't been changed since the time before the occurence of this problem.
Yes, by all means do check out the gaming. For instance, make a note of how much work progress you get in an hour solely devoted to Boinc, and then, another after an hour of gaming and simultaneous work. (If you can remember to stop gaming at one hour - I always seem to get "lost" in the game).

If your that overcommitted, suspending BOINC wil only worsen the problem. If you "Must" play games (and who doesn't?) :-) , a bit of WU culling might be in order. Be judicious in this, and if you do abort some, choose those which are not yet started, but whose deadlines are next, so that they get reported back and re-assigned in short order.

The way I read his post is that he was personally overcommitted, not that his computer was.
One of the things that might help this person is to change the option to "leave in memory". Projects save checkpoints, and will go back to a checkpoint when stopped and restarted. If you are suspending, it will do the same. If you do the leave in memory, it will suspend when you suspend, but allow enough information to stay in memory for you to continue from the point you stopped.

That's right. Sorry for using the word "over-committed" on a non-BOINC related topic. I just wanted to say, that I don't want to turn this problemfinding into a 3-year doctoral thesis ;). At the moment the problem seems to have settled (i.e. the CPU-time is on normal level), so I tend not to spent too much time on this.
It might have something to do with one specific online-game, which I haven't played much at the period of time at which the last WU (link above) was crunched. However, I don't want to blame it, before I'm 100% sure, that it is related to the occurrence of the slow-down.
