I'm french so sorry for my vocabulary
I have a problem. I cannot download new projects any more . I stopped the projects during my holidays but with the return, impossible to download new projects.
Here the message which I obtain:

This could be "normal operations". Is BOINC busy doing work for other projects now (e.g. Seti, Climate Prediction, etc.)? If so, it may be waiting to finish up the other work before downloading from Einstein.

Your English is not bad at all—probably better than my French. En tout cas, ça marche.
Are you attached to any other projects? The most likely cause of the “not requesting new work� message is that BOINC is repaying a long-term debt to another project in order to honour your resource-sharing preferences.
Êtes-vous attaché à d’autres projets ? La raison la plus susceptible du message « not requesting new work … » est que BOINC veut rembourser une dette à long terme à un autre projet, afin de faire honneur à vos préférences de partage des ressources. (Ici « projet » ne veut pas dire « unité de travail » ou « tâche ».)

I have the same message from Einstein@home
I don't think it's a "normal operation".
There's many end work with Rosetta and never Einstein home download new work.
I click on "Redo the prokect" and now, BOINC download new work.
It's not a real solution but it's work...So all is right in the better world...

As long as you have work (at all) and there are no error messages, this *is* normal operations. If you want to do more E@H then adjust your resource share.
Resetting the project is the last resort, if you get a lot of errors. This is no error. Please read the corresponding WIKI article.
