If you are doing more than one project, as it checks every 60 minutes to see if it should switch to the other project, some tasks may pause for a duration of time. If running a single project, BOINC anticipates that one unit may not make it in time and will start that one, pausing another while it gets the one done, then go back to the other.
Nothing is wrong. BOINC is just doing what it needs to, to allow it to be as efficient as it can.
