I got no new E@H work over the long weekend, even with enabling test projects to be used. I have also tried disabling projects requiring GPU usage even though Seti@Home is using GPU flawlessly. My laptop is a Dell Inspiron 15 3000 running Windows 10 with an Intel core i3. What in the world do I do next?

A good first step would be to review the request log for your machine which you may find here.
As of that request, your machine was not requesting CPU work. Perhaps you have specified that by preference, or perhaps BOINC on your system judges you have enough CPU work from other projects.
As of that request, it appears from the scheduler log that your host may be equipped with an integrated Intel on-chip GPU of a model not currently suitable for available Einstein applications as enabled by your preferences.
