If you're referring to the "Server status page" then know that it's a snapshot of how things were when the page got generated, it updates every 5 minutes. The work unit generators have a high and low limit, so they kick in at the low limit and generate work until they reach the high limit. The process of generating work seems to be quite fast so they are almost always going to show as "not running" or "disabled". It's business as usual.
To get a better grip on work availability check out the numbers in the table on the right and particularly the line "Tasks to send" as that's the number of task ready to be sent out at the time the page was generated.
