is to be able to understand how Seti gets money from govt funding and other sources when (they say) they have never had contact with ET.
If these moneygivers have just plain run out of ways to spend money, I could give them some suggestions.
Sound doesn't travel in a vacuum I was told, a lie no doubt, because they keep building more and more expensive radio thingies (to listen to nothing?). Doesn't sound promising.
I think Seti is in solid contact with ET (ET impersonators, not likely). And us crunchers have already been chosen for first contact as the most unlikely of the populations to shoot at them.

Outside that you're posting this on the Einstein forums, a project that isn't in any way affiliated with Berkeley, other than that they also run through the BOINC software, what makes you think that Seti is government funded?
As it isn't. It runs completely on gifts. Gifts from users and sponsors.
The people running Seti do so on the side, they've got their normal work and use whatever free time they've got to keep the project running. Not paid a dime, I might add.
Radio is an electronic carrier wave, it isn't sound. You (car-)radio doesn't receive vocal shouts from a DJ several miles away, but an electronic carrier wave on a specific meter band.
The saying of "In space no one can hear you scream" is true. And even if it weren't true, a sound won't travel very far. Radio waves on the other hand do. Which is what those aerials are listening for.
And when you'll go listen for these radio waves, then you'll find that space is eardrum exploding loud, with stars and nebulae producing radio waves all over the radio spectrum, and probably even outside of that. So first go over to Seti@Home and learn how it works.
