More cpu time less credit?

Can some one explain this to me, since the logic of the credit system doen't hit me. Some with more cpu time used on a wu, will claim less credit?!, Are we not counting cpu intructions and basing credits on that?

The BOINC client making the low claim is an old version 4.x. The ability to make claims other than by time-&-benchmarks wasn’t added until v5.2.6 or something.

AIUI all S5 WUs have their ‘worth’ set by the servers, and the validator ignores BOINC clients’ claims. Note that in this case the ‘lowball’ claim was made for the canonical result, but it was granted the predetermined amount regardless.
