Welcome to E@H!
Both of your machines throw errors while downloading the necessary files, for example the app. I suspect that a firewall or content-filter is blocking access to BOINC (e.g. some security policies prevent automatic downloads of executable files via the internet unless the downloading program (BOINC in this case) is explicitly cleared to allow this.

Your Pentium 4's last contact that we know of was October 16th with a similar error.
If a firewall is blocking BOINC's internet access, make sure boinc.exe is allowed to make contact with the outside world on TCP port 80 and 443.
If you are using a proxy, make sure BOINC knows about it: BOINC Manager->Advanced view->Advanced->Options.
If in complete doubt, tell about your setup.
Are you running from home or from work? Are you allowed to use BOINC?
Do you have all the right permissions on the folders that you told BOINC to use?

I have already entered the HTTP proxy address and port that my office lan uses.
I am running Boinc from my office PC.
There is no specific restriction on Boinc. I have probems downloading normal exe files also. My firewall doesnt even allow me to download google toolbar.
Since i am logging in as an administrator on my PC, i have access to all the folders.
Everything was fine sometime back when i was using a different PC(older version). Ever since my PC was replaced with the current one, Boinc is not running. You can check the account details before 16th Oct.

Well, that's the thing. It wasn't. Looking at the old PC, here, it also shows you at a Maximum daily WU quota per CPU of 1 (one) per day. Meaning this machine's also been having problems.
It'll be with the office proxy. If you cannot download executables, then BOINC can't do so either. Unless you ask the network people to specifically allow BOINC to download executables, it'll never work.
BOINC by itself doesn't crunch, it's only a managing program for all the projects you are attached to. All the projects send the executables that actually crunch the data. If these aren't allowed to be sent to your machine, nothing can be done.
One thing you can try to do is set up a cc_config.xml file and add into it that you specifically want to force a certain proxy authentication. Read the link. You'll be going for the option.
But again, as long as the proxy prohibits any of the office PCs to download executables, even this is not going to work. You will either have to fix the problem at the proxy, or not use the office machine to crunch through BOINC.

I think I know what you are trying to put across although i am not a computer expert.
My only query is how come my earlier machine on the same proxy completed almost 380 units of work. Is it that my people updated the proxy later on.
Also what is the 70MB of files from E@H that are on my PC? Why is my proxy letting so much data to be downloaded but but not the executables?
Lastly, this cc_config.xml file, i have to save in Boinc DATA directory. Where is this directory?

You have never completed anything successfully as you have 0 credit, so it never worked. BOINC queues up all the files needed from a project and downloads, not all are executables, so you will get data files.
I am sorry, but unless you can get your network people to allow the download of the executable files, you are just going to get nothing but errors.
