The back-end server software has changed very recently and some problems involving Kaspersky users have been reported. In particular there have been issues in reporting completed tasks and in downloading new tasks.
If you are a Windows user and use Kaspersky for protection, please look at this particular message for a possible workaround. The entire thread contains lots of details but the linked message shows how to change settings to allow BOINC client traffic to pass unimpeded. Before following the linked instructions, you should read the description of the problem in the early messages to make sure your particular problem has the same symptoms.

I am having a similar problem, but I'm not using the Kaspersky firewall, I'm using Kaspersky AV version 16.0.0.614, the firewall included with Windows 7 (x64) Professional, BOINC Client 7.6.9 (x64), and Malwarebytes 2.2.0.1024. I haven't had a problem up until about a week ago and now when I try to upload/download I get repeated "communication deferred" messages, sometimes minutes, sometimes hours. I flushed my DNS cash, and have rebooted for other reasons, but still the same message. Any thoughts anyone?

Possibly the change which eliminated a redirect described in this post by Oliver Bock turned out to eliminate your problem as well as those seen by this Kaspersky user.
