Many distros don't install the OpenCL component of the drivers and it needs to be installed separately.
Does the client show the card having OpenCL driver component installed. Check the first 30 lines of the Event Log after the client starts up.
You should see the card enumerated twice, once by the Nvidia drivers CUDA component and once for the Nvidia drivers OpenCL component. Like this:

For example on my clinfo output, the tail shows the ICD loader properties that I see missing in your clinfo report
I would like to see the client detecting the OpenCL compoent first before worrying about whether the card is getting passed through correctly into the container.
But I know nothing about containers so my comment could be pointless.
