I can't identify the problem

This can have different reasons :

1. a permission problem, you installed it with a different user than the one you are running it with. If your computer is not in a public place, you could allow access for everyone on the BOINC directory and all its contents

2. something accesses the state file (editor? virus scanner? second BOINC instance?)

3 your system is really short on memory (happened to me with a cross platform task scheduler in Java, that is not well-behaved)
