How to get the tasks for Gravitational Wave Engineering run on LIGO O1 Open Data?  There is no way to select that app in the project preferences.  Or am I missing it?

There's a new app with the word Engineering in it. See the apps page.

Sometimes I've gotten apps not available as a selection by selecting CPU only, the Gamma-ray pulsar binary search #1 (GPU) app and then checking test apps. It didn't work this time so I allowed the Open Data app and Allow non-preferred apps. I got mostly the Engineering app, 32 of 33 tasks.

All the ones I have completed

All the ones I have completed so far are pending with a Quorum of 1 so they aren't being sent out to be validated. :(

I got 6 tasks yesterday with

I got 6 tasks yesterday with the trick mentioned above but no more yet, only other ones.

So far the Engineering tasks seem to be still piling up if one looks at the server status.

I'm guessing it might get selectable if there will be enough at a time ... ;-)

Yeah. I wonder what's the purpose or mechanism of these tasks. Will these be validated at some point... ?

Quorum of one means you don't

Quorum of one means you don't need a wingman, one is enough. 

There are zero valid tasks and >42000 waiting for validation, so they probably want to watch the validator very closely.

Then the server should validate, but they aren't. The other CPU and GPU tasks have wingmen so best guess is the quorum has been setup incorrectly.

IIRC some past test runs

IIRC some past test runs didn't have automatic validation turned on because the project staff wanted to study the results they got back before doing anything; and freezing at the validation step resulted in the least additional work for them.
