GPU is missing when running as another user

Hello, having some issues. Using my rig, i have 2 local administrator accounts - mine and my brothers'. I run the BOINC on mine, set up a single CPU and GPU task to be running at the same time, then i simply switch users between my account and the other one. I check the usage: PerfMon reports good CPU usage, BUT GPU-Z doesn't report any activity. The Core clocks stay on iddle, while the memory are on max speed. I open a 2nd BOINC and it says GPU Missing, while the CPU task is running. Any ideas on how i can set the GPU to run as well?

Other projects have issues as well when installing GPU programs for all users instead of the current user as the program then tried to setup as a service.
