can someone explain to a non tech person how I clean this up. We have two users on this pc. I signed up for the project and it runs fine on my desktop, but the other user gets the above message.
I have switched off their own screensaver and made it BOINC so I am hoping that may cure the problem.
Am I correct?

There are two basic causes for this message.
The first is trying to run two copies at the same time. Any combination of GUI and CLI. This seems to be the less likely of the two problems based on the description, but I cannot be quite certain.
The second is that the second user does not have rights to write to the boinc directory. If the user can create a txt file in the boinc directory, (s)he should be able to run BOINC. If not, then there are a couple of options. 1) Give the user rights to write files to the BOINC directory. 2) Install as a service.
If you opt for giving the user rights, then the directions depend upon which version of what OS you have (and as your computers are hidden, I cannot tell).
If you opt for the install as a service, then you have two choices. Install 4.19 as a service or install 4.25 as a service. The later is simpler as it is included in the installer.
Please give an indication of which option you want to try so we can generate a few further instructions.

i've had this problem too...when for some reason the boinc icon disappeared from the tool bar...thinking that boinc was not running...i launch it again...only to recieve that message...exiting boinc and relaunching it clears up that particular problem.
