So is that the only message you see, or do you also have CPU Usage is too high - suspending computations. ??
And if you do see that as well, what is your anti virus doing?
Is it actively scanning starting applications? Have you excluded, or tried excluding, the BOINC Data directory and sub-directories from being scanned?

No other message except for completion of upload for another project. Using ESET scanner but it was not active, and I have turned off all the search index services in win 7.
I looked at h1_0539.45_S5R4__104_S5GC1a_0 and found that it had "problems" restarting after a quite long gap. If you search for "heartbeat" in the stderr output of that task, you'll see what I mean.
Can you remember any other running tasks or events from that time frame?

I have checked several message logs that I keep which are coppies of the message log from the client, and in 6.10.18 I never saw this error occur. It seems to happen very often in 6.10.56. I have made no changes to my system other than windows update between the time 6.10.18 was running and now, so I was wondering what might have changed between 6.10.18 and .56 that could might cause this?

Must be something local. Does your computer automatically adjust its clock at any of those times? That can cause this.
No heartbeat means the CC is waiting on the OS to do something and is stuck, like resolving a projects name to an IP address. it can also be caused by anti virus actively checking applications or BOINC, file indexing, forward clock adjustments etc.

I have inet time sync to win time server active. I didn't realize it synced what appears to be about every 2 hours. In addition, I turned off win deffender and ESET realtime file scan protection. I am not sure what else to disable. Am open to any suggestions.
No, just run like that.
There is no problem if this only happens once or twice in a task. It becomes a problem when you see it 99 times and that your tasks end with a computation error.
BOINC will exit & restart the science application 99 times, the 100th time the finish is final exit and error.

Those are no error messages, they just inform you that BOINC has been suspended because non-BOINC applications are using more than a predefined percentage of your CPU (25% by default).

Yes, this feature is pretty new.
If you want to disable this, you can do so in your local preferences. If you don't want to use them, because they override all online preferences, you'll have to change them in your SETI account, since Einstein doesn't have the corresponding server code yet. Look for
Suspend work if CPU usage is above 25 %

Ah no?

I'm getting the same error messages.

I'm not sure what you are saying to fix this.
I think this started right after upgrading to 6.10.56.
