I have 2 PCs.
Boinc Manager 5.8.15 No new work.

But the other PC(Boinc Manager 5.2.13) working is well.
how can i work again?

Don't know why this happens, but happens on more than one project on more than one machine at no predicatable event/time.

CAUTION: This does appear to RESET/ZERO the local statistics. Not on web site, but on Statistics tab.

It's by default. What that message means is that BOINC deems you have enough work for the moment for that project. If you don't have work, then it's just that that project is paying back debt to the CPU, allowing other projects you crunch for to catch up on CPU time.

See this BOINC FAQ for more information. Also read up on BOINC's Work Scheduler, how it works with long term and short term debt.

Then stop resetting BOINC. It is working as it should.
