Downloads very slow the past few days

In the past few days, downloads of Einstein@Home tasks seem to be crawling along for some reason. Maximum speed is about 12K bits per second. I am on a 1M bit per second link.
Prior to the past few days, downloads were working quite well.
Are there any currently known issues that are the cause of this?

SETI@home is having serious overloading problems at the moment. Volunteers are finding it hard to get new work, and whenever that happens, a lot of fast computers, many with CUDA cards, come here as a backup.
Not saying it's the primary cause, but it adds a lot to the download congestion here.

There are some reports of data congestion on some international routes if they happen to go thru the US east coast affected by hurricane "Sandy". I have no idea how credible those reports are but I would not be too surprised if there was some effect of the disaster in NY on international Internet traffic.
