d) I tried setting HTTP 1.0, but that also doesn't help.
For me uploads seem to be working but downloads are not. Times in the log are PDT (UTC-7)

As far as I could determine the problem was caused by the pre-processing starting back up after the short outage. The writing to the disks seems to have saturated the disk I/O on the download server, leaving less for the actual downloads.
Problems are solved indeed (for me) and Einstein@home is working like a speed train as ever.
I wish every project has such a dedicated team!
Einstein himself would be very proud.
