This was a difficult decision made during testing. The large data file was a kind of agreed upon compromise. At first the data files were only 3MB, but the work units were being crunched in about 30 mins on an average machine. That meant you needed an almost constant connection. This was really unfeasable for those of us stuck with dial-up. Instead they came up with this large 11.5MB data file, but it only needs to be downloaded every month or so. The work units now take an average of 7.5hrs requiring less connections. By disabling network connections under the BOINC File drop menu you can control when it connects. I usually let the data file download overnight.
Yes the File is very large, in deed !
You are downloading 11 MB (at this time) but this is not only ONE WUs, it is a packet and will be split in many WUs. So if you have a look to the messages in your BOINC CC you will see that you are not getting new data every time, but your Computer is starting new WUs.
