I USE WINDOWS XP WITH DSL CONNECTION. I AM NOT ALWAYS CONNECTED TO THE INTERNET FOR PERSONAL REASONS. WHEN I AM CONNECTED, I WOULD LIKE TO DOWNLOAD WORKUNITS AT MY CONVENIENCE (I HAVE NO PROBLEM UP-LOADING FINISHED WORKUNITS AT MY CONVENIENCE).
WHAT I GET BACK IS THE FOLLOWING:
SENDING SCHEDULER REQUEST: REQUESTED BY USER
(NOT REQUESTING NEW WORK OR REPORTING COMPLETED TASKS)
SCHEDULER RPC SUCCEEDED
THAN IT SITS THERE WITHOUT DOWNLOADING, SOMETIMES FOR DAYS, SPECIALLY ON EINSTEIN, BUT SOME ALSO TO LESSER EXTEND ON SETI.
HOW CAN I REQUEST A NEW WORKUNIT AT MY CONVENIENCE??

DOWN LOAD PROBLEMS

This is an informational message telling you that your system has (done) enough work from the one project or the multiple projects you are attached to. BOINC will switch the CPU availability between projects. When it has crunched 4 hours for one project, it will give those 4 hours back to the other project(s) you are attached to.
What you can do is go to the Your Account page on any of the projects you are attached to, then on to General Preferences, Edit preferences and change the value for "Computer is connected to the Internet about every x days". (There's no need to change the value for "Maintain enough work for an additional x days" as long as you use a BOINC 5.8 version, as that version isn't compatible with this option).
When done, save the changes to the web site, open BOINC Manager, Advanced View, Projects tab, select the project you changed this at and press Update on the menu on the left. This change will propagate to all other projects you are attached to on the next time BOINC contacts them.
Please for legibility reasons, turn off your CAPS-LOCK key.
On the internet in general it's considered shouting when you type in all CAPS.
