This happend with boinc 4.19 on this machine[/url]
I could convince boinc to contact the server earlier by editing the client_state.xml file. In detail I did the following:
1.) kill boinc
2.) edit the file, set whatever numbers in these 3 entries back to 0.
[nrpc_failures]0[/nrpc_failures]
[master_fetch_failures]0[/master_fetch_failures]
[min_rpc_time]0[/min_rpc_time]
3.) start boinc.
The the machine contacted the servers immediately. I think setting the delay to 2 days immediately after it was 9 minutes is somehow obscure.
Now everything is working fine, just in case some other Linux (and mybe the two other OS too) has similar problems.

1. The relevant line is the min_rpc_time. Delete it from the client_state.xml and you will contact immediately.
2. A simple "update (prefs from) project" (-update_prefs http://einstein.phys.uwm.edu) should have done the job, too.
3. The "9 minutes and 58 seconds" was probably just the end of the "countdown", which must have started with a failed contact resulting in deferring for at least one day and five hours. Failed again then, it just doubled the original time again.
