I am running boinc on a notebook and am not always in range of a wireless network. Rather than using the connection when it is available, boinc seems to keep deferring the connection for a longer and longer time. It is currently 6 days away from re-attempting a connection, and if I happen not to be connected at the end of the next 6 days, who knows? Is there a way to reset the connection deferral time?

Yes, select the project under project tab and click update. To get around this problem, disable BOINC network access under the file menu then you are not connected to a network.
Then you're really interested in a subject, there is no way to avoid it. You have to read the Manual.
