By default, BOINC will run science apps only if the CPU load of the system is not greater than 25 %. If the Non-Boinc load is higher than that, the science apps are suspended.
Maybe this is exactly what you want. If, however, you'd like to have BOINC execute the science apps even if the CPU load is higher, you can configure this in the web preferences here http://einstein.phys.uwm.edu/prefs.php?subset=global

You might also want to explore which other application is causing this load, maybe it's something you will want to stop anyway.
