I was trying to update my Computing Preferences and my download speed to 10240 kb/s and it wont accept it as "out of range' which is ridiculous.

I'm guessing that particular preference setting is not designed to be a means of ramping up the speed of your network connection to the max, but rather to be a way of throttling it, if necessary. So, it's hardly surprising that BOINC wont allow you to set high values that might adversely impact on server performance.

Just consider how many other hosts might also be 'banging on the door' simultaneously. It's probably best (unless you want to be kind to others by causing your speed to be restricted) just to leave that (and similar) settings undefined. I would imagine the servers will communicate with your host as fast as they physically can if you just leave the default setting.

To get a more definitive answer, you would really need to ask someone who is familiar with the BOINC code. You would probably have a greater chance of finding such a person if you were to ask on one of the BOINC message boards. Another place to try is the BOINC User Manual which has a page on preferences.

I believe that, that speed you choose is a 100 meg lan speed. Boinc sets its speeds in kilo bytes /s and not kilo bits /s.
