Can't parse scheduler reply

My Boinc V5.4.9 does not download any work after uploading last results in my restricted Windows XP account. I need to logon as Administrator to get new work. Setup is "Every who logs on can work" (or similar). The message looks like:

Suspending work fetch because computer is overcommitted.
Sending scheduler request to http://einstein.phys.uwm.edu/EinsteinAtHome_cgi/cgi
Reason: Requested by user
(not requesting new work or reporting completed tasks)
Scheduler request succeeded
eneral preferences have been updated
Can't parse scheduler reply

What exactly means overcommitted on a 3 GHz Computer and what about the last line?
Any Idea? Thanks for help

The one thing BOINC doesn't do is set the folder to all users. So, to fix this, you need to go in and change the rights on that folder, and all subfolders to all users. Then you will be fine. The way it sounds, the folder has read and write, but not create, permissions.
