Can't get 100% of my GPU

    Hello :)
    So I have a task and it says 0.2 CPU + 1.0 GPU. I assume it means 20% CPU time and 100% of GPU but when I check GPU Shark or GPU-Z the load is about 70%.
    Is this normal or I've done something wrong ?

    gts 450, Windows 7 64bit and latest beta drivers of nVidia
