That line there tells us you are in Earliest Deadline First (EDF) mode. This will not allow any new work until this is resolved.
This mode happens when it thinks it can not finish a result before the deadline. CPDN does this more often if you are not allowing your machine to run 24/7, because it guestimates that it will take a lot longer than it would at 24/7.
