I am trying to comply with the BOINC message which says to remove the older account, but again, it won't let me.
The message on your Notices tab is NOT telling you to remove an account. Please read the message again carefully and notice that the first bit says, "This project is using an old URL.". That's pretty sloppily worded. What the message is trying to say is, "Your BOINC client is attempting to contact the project using an incorrect (old) URL." As I've said before, this is a bogus statement and you should not try to change the URL. The URL being suggested (einstein.phys.uwm.edu) is NOT the current URL. The correct current URL is einsteinathome.org, which is what the message is complaining about and NOT your account.
Your account is your name, your email address and your password. This is quite separate from the URL (Universal Resource Locator) which is just a fancy name for the correct 'address' to use to find the project over the internet.
The bottom line is that you are being given false 'instructions' via a message which is not coming from the project or your BOINC client, but probably from an account manager which is severely misinformed. Until we get further information, you need to ignore the message.

You've been referring to the Windows 10 machine as a 'new' machine. I looked just now at when it was 'created' at Einstein - Nov 14, so very recent. I suspect that perhaps you didn't use the account manager to install BOINC/create the host entry, or perhaps did something different to whatever you did when installing BOINC on your other machines. Something funny did happen because this was one of the machines that had duplicate host IDs before you merged them.
On reading the page on the BOINC website about account managers (the earlier link I gave you) it says:-

I know nothing about account managers so I'm just wondering if any of that stuff might explain why you are having trouble now? I notice there is also a link on that page to a separate page for Grid Republic. Are you sure you are using Grid Republic? have you checked out that separate page?
Under Tools on BOINC Manager, there is "Synchronize with Grid Republic", so I guess I have that.
I wouldn't be so sure about that. It may just be a 'convenience' link to allow quick access to the Grid Republic website for people who want to set up that account manager. If so, that doesn't necessarily mean that you're already using it or any other account manager. I imagine you should remember visiting and filling out some 'paperwork' if you are using one :-).
I don't run Windows so know nothing about installing BOINC under Windows. Your new machine is a very recent installation. Where did you get the installer from? I recall reading at one point that Grid Republic has a 'customised' version of BOINC so if you used that customised version then I guess you would be using their account manager. However if you just installed the standard Berkeley version, I imagine you would have had to take separate action to set up a Grid Republic account first.
I run Linux only and I just had a look at a 7.6.33 version of BOINC Manager. Under tools there is a sub-menu item "Use account manager ..." and if I click that (I've never clicked it before) it takes me to a further screen which offers the three separate account managers - BAM, Grid Republic, and Science United. So I can see some links just like you and I'm certainly not using any of them. Your new version of BOINC could easily show a different set of options and layout from what I can see.

That's great! I haven't had a reply from Richard yet but it will come and I'll advise you further. If the project is sending you work then you are certainly already using the correct URL so you can safely ignore the notice for the time being.
I've now had discussions with Richard and he is looking into what needs to be done to stop the messages that have been troubling you. That may well take some time and may involve new versions of BOINC and/or the account manager if you are indeed using one. In the meantime he confirms that you should simply ignore the message. He also confirms that the message should not be saying "old url" but rather something like "different url" or "unexpected url". It really is nothing to do with an 'old account'.
