After recieving the message,"Boinc Manager is not currently connected to a Boinc client" I found I could not get on the internet even though I have high speed cable connection, and it was working. I had to "restore" the computer to the point just before I downloaded the Boinc Manager software.
Will this happed again if I download again?

Yes.
BOINC consist of two parts:
1. the BOINC Daemon (out of sight part, running in the background)
2. the BOINC Manager (Graphics part (GUI), where you can point, click and type)
When Boinc Manager says it cannot connect to localhost, or says it is not connected to a Boinc Client, it means that Boinc Manager has started up, but Boinc the daemon hasn't.
Resetting, restoring, reformating and reinstalling won't help ever.
Why not ask first before you go do something "re"?
There are plenty of people around who can help you. It is not as if BOINC dropped out of the sky yesterday and had all projects available (around 25 by now?) 20 minutes ago.
You tell what Boinc client you are using and Stick, or Michael, or Gary or I can help you further along. How's that?

I would suggest you try unticking the "Start Boinc at logon" box in the configuration screen during installation. NOTE: If you choose to do this, you will have to start Boinc from the Start/All Programs menu, so some attention is needed, but, in *some* cases, this will solve your issue.

I doubt very much that you "had" to do this. We probably could have found a simpler solution. Part of the problem is that you are not giving any details about exactly what you have done and what nessages you got back in return so we are stumbling in the dark. Also, by now having three separate threads on essentially the same issue, you are making it difficult for people to help you. Questions were asked and suggestions were made in the other threads and you haven't given any response. We'll try to help if you can respond back.
The latest figures show that there are about 400,000 participants in various BOINC projects, all of whom have had to install BOINC and have it coexist with other internet software without trashing their internet connection. I can't really recall a case where BOINC was shown to have done the things you hint at but don't describe in anything like sufficient detail to give you a meaningful answer.
The only answer I can really give is that BOINC doesn't normally interfere with your internet connection and certainly not to the point where something as drastic as a system restore was warranted. If you would like to go back to the thread you have in "Getting started" and give us a bit of detail, we'd be very happy to assist you not to have a similar experience next time.
Hope this helps.
Cheers,
Gary.
