BOINC Manager is always blank

When ever I check the BOINC manager (version 4.24), all windows are blank. If I then exit the manager (the only thing that works is a ctl-alt-delete, and then restart the manager by clicking on boincmgr.exe, I get some partial information in the message window (the same everyday) which doesn't appear to update, while the work tab appears to be working properly. The info in the message window is:

BOINC Manager is always blank

There should be something in stderr.txt or guierr.txt (or similar, don't know what it's called in 4.24). This looks like a communication problem between the client (boinc.exe) and the boincmgr. It may also give you a clue to open a command shell and run the boincmgr from there.
