You can with versions 4.45 and later. Just set the resource share for the backup project at something really low, 0.00001 for example. It will run a couple of workunits for the backup project, then after that you will normally only see the backup project if the main project is down.
Note: The web sites sometimes react badly to numbers that begin with a . so make sure you include the leading zero if you set something to less than 1.
To your note: European style of writting is always with beggining "0". And one more thing, In eastern Europe is written comma instead point. :-)
