Setting CPU percentage limits appears to have no effect on project process performance. Setting preferences to use a max of 25% or processor time is ignored and process burns entire CPU.
It's an option for the next version of BOINC (5.6.x), presently in test by some people around here and on other projects. It doesn't work yet for BOINC 5.2.x or BOINC 5.4.x (although it might work on BOINC 5.4.11).
