I drove several hundred miles to the south to see the eclipse and was reminded of why I don't live down there. It's damned hot and humid.

Jonathan, have you taken into account the thousands of other people who will also be heading for that high ground?

I once read a series of novels in the Star Trek universe. They were set sometime between the first two movies and were about a large group of ships setting out to colonize a planet, with Enterprise going along for protection. There were semi-hostile aliens on the next planet over. [spoiler alert] Toward the end of the third book, they dropped something into a lake, but nothing happened until the fourth book when this thing started emitting bubbles that, if inhaled, would coat the lungs and prevent oxygen absorption. There was nothing McCoy do to cure it. Meanwhile, he and Kirk both fell in love with this woman. Of course, she was trapped in her house when the bubbles rose up. She climbed up into the rafters, hoping to be rescued, but she had no way to call for rescue. Finally, she took a big breath, jumped down, and ran for where Kirk and McCoy were (wearing oxygen masks), but she didn't get there before she just HAD to take a breath and McCoy couldn't save her.

There is a lot of choice

There is a lot of choice where to go for that higher ground. It might get crowded with cars and stuff on the roads to those places, but the forests on the top of these hills will provide plenty of space.

The Dutch to rule the world, but that is when the water levels drop, rising water levels might just do the opposite. Of course if they gradually rise we'll simply build big strong walls to keep the water out and then the Netherlands will become an island below sea level (as of course the Belgians lack the brains and the Germans will simply conquer some higher grounds).

If the water levels would continue to rise further I'm sure we'd eventually build a roof over our island and become some kind of underwater paradise. Travel to and from the Netherlands by submarine or underwater train.

Because we Dutch don't fear to pick a fight with the water.

What's under the water ? I mean the soil quality that becomes exposed. Good rich sediment I hope from ages of deposition with what washes down from inland. I grew up on the Koo Wee Rup swamp which had great carrying capacity for dairy cattle. Nice for growing sprouts, asparagus etc. You had to like gumboots too, which are quite easy to plant in the mud if you're not careful ..... :-)

P.S. I could dig a tunnel from my house, through the Earth's centre, to this new project and drain some water away for your government. I will work for Edam cheese.

Carry water to Mars isn't a good idea at the moment it just weighs too much unless you are using it for something else along the way, one proposal has been as radiation shielding and then replace it with the urine people output prior to recycling it. I'm not a Scientist so have no clue how complicated that really is nor how practical in the long run. An easier way could be to terra form Mars, help Mars make it's own water but that is not a month or even year long process before any useful water is available. Plants take in CO2 and give off O2, but it's not nearly that simple either!!

As for draining the magma from the Earth, we would have to be able to drill that far first and no one has ever drilled that far before, not even close enough to say they are close!!!
