3080Ti running at 1855 RPM?

I have a new Dell 8950 with all new updates and a 12th GEN Intel i9-12900K, and a Nvidia RTX 3080 Ti with all new updates.

I'm running Gamma-Ray pulsar binary search #1 on GPU 1.28 (FGRPopencl2Pup-nvidia). My GPU fan screaming at 1855 RPMS.

I have a GeForce Experience App and cannot turn the fan down? Can someone help me?

But seriously, wipe the drive and start over to rid yourself of all the Dell junkware. Install just the driver and MSI AB as mentioned.

Perhaps the GPU is actually overheating and that is driving the fan rate ? Can you determine its temperature ?

All I can say is : what did you expect, it's probably not the Dell bloatware even so you might remove that. This does not seem outlandish, this app runs the cards at full throttle. I have  Dell Alienware R8 with 2x Nvidia RTX 2080 SUPER, the first one was OEM and the second has subvendor Nvidia (the actual vendor did not care to change the subvendor), the OEM heats up more than the second one causing to more throttling down, it sits in quite a cramped space like too tight underwear and the fan goes up to 3464 RPM when running E@H. The NVidia branded one goes up to around 2180 RPM but it's a slightly different design.

Also: do not (try to) turn the fan RPM down, there's a reason you can't do that because the systems protects itself against overheating, if the temperature rises it will also take measures like throttling down the GPU clock, run the GPU-Z app and check the Sensors tab to check how your card is performing, the RTX 3080 Ti is of course a beast that's hungry for power and the the resulting heat comes with it.

Does the case have enough cool air getting into and out of it ?

If you are not shure , try leaving the side off for a while and put a desk fan or similar blowing close to it to shift lots of air .

Bad cooling would be my first

Bad cooling would be my first thought as well.  Gamers Nexus has reviewed a number of prebuild computers - including Dell's - and found that many of them have terrible cooling problems.  (Among other terrible design decisions.)

Don't forget that all 3000

Don't forget that all 3000 series are kind of space heaters compared to previous generations.
And you're i9 is also kind of a hothead, so you need lots of air flow in that chassis
