I FORGOT TO ADD THAT WHILE STUCK AT 100% IT STILL SAYS RUNNING. HOWEVER THE ELAPSED TIME DOES NOT INCREASE OVER THE 7:47:0. IT JUST SITS AT THE SAME TIME WHILE RUNNING.
It's not normal for the elapsed time to be 'stuck'. It is normal for the % progress to appear to be stuck for a period and then to increase in a significant 'step'. From what you describe, either BOINC or the science app appear to have locked up or crashed. If you ever see the elapsed time not ticking over every second, you should attempt to stop BOINC, wait a few seconds and then restart it.
Have you tried that?
If that doesn't resolve the issue, try rebooting the machine. You don't give details but from your description, ("FOR OVER A WEEK"), it sounds like your machine is running continuously. That's absolutely fine, but you know the old maxim, "If in doubt, reboot". If you've already done that, I have no real answer as to why your machine is not completing the task.
Perhaps you can list any other things you might have tried. I think the issue is with your machine as the FGRP4 science run has been going for quite a while and seems to work very successfully on a large variety of different machines.

If you have not done it yet try to reboot the computer and then let Boinc run for at least 1 hour to see if the tasks complete.
