Rebooting Windows 7 seems to have fixed it I forgot that Microsoft
rebooted the system automatically after applying patches.

Something must have gotten munged.

Problem started after the reboot.

...and although a reboot might get rid of it, its not getting rid of another kind of error i seem to have gotten 5 times over the last 3 days:
