Since the US Air Force probably put lots of the debris there in the first place, they manage to keep an eye on their own trash. ;-)
Yes, they hit a satellite with a rocket, but also the Chinese did a similar experiment.Anyway space is full of junk from both civilian and military launches and it is becoming a real danger to manned missions. I've read that a contract has been awarded, I think to Microsoft, for a program capable of managing it. Recently an American telecommunications satellite had a close encounter with an old Russian military spacecraft, resulting in more junk.
